Society as a whole? Absoluely. There always will be individual morons and scumbags who judge people by the color of their skin, but look how far we've come in such a relatively short period of time. 150 years ago, almost all black people in America were slaves. 50 years ago segregation was a given. Imagine how things might be 50 years from now?
In the end it's not more laws or regulations that will finish the job -- on the contrary, racism won't truly be overcome until it comes from within, not without. it will be when the majority become so used to seeing people as individuals that we won't *need* laws or regulations. We've come a long way, and sometimes it's uphill -- now we have to stay the course.
